Development - Mimico 20/20 - "Mimico by the Lake Project 20/20: A Perfect Vision for our Community"

Not a lot of progress was made by City Planning on this item in 2010 except for the issuing of the Request for Proposals for the selection of a consulting firm to complete the final "vision-to-implementation" phase of the Mimico 20/20 project. In January 2011 city planning announced that Urban Strategies Inc., the same consulting firm that completed the first phase of the project, has been selected. The project team, lead by Matthew Premru – Planner, Etobicoke York District, looks forward to the continued valued support and participation of the broader community and stakeholders. 

 

In a recent phone conversation with Matthew Premru he said the next step is to develop the proposed Official Plan Amendments to send to Council later this year for review. These amendments will include items such as rental housing strategies, built form and urban design guidelines, and land use reclassifications. He said Urban Strategies plan to start with key stakeholder interviews to collect the opinions of community groups on key issues. He also mentioned a Public Information Session is under consideration in the next month or so.

 

Urban Strategies will be building on the two documents outlined below that they prepared for presentation to Etobicoke York Community Council in October 2009. These documents are based on feedback received at a Revitalization Charette held over 4 days in April of 2009:


Mimico 20/20: Revitalization Action Plan Proceedings Report - outlines the framework for developing the neighbourhood by breaking down the needs in zones. Seven zones were identified, each with planning requirements and opportunities identified to realize the goal laid out by the Vision Statement over a long period of time.

Mimico-By-The-Lake Implementation Action Memo - proposes the potential changes outlined in the Action Plan, how that compares to existing planning policy and the policy changes and/or by-law amendments required in Mimico specifically in order to make development possible.

In 2010 the MRA Board discussed community concerns regarding the variety of development options being examined by planners as part of the Mimico 20/20 process, which may include the demolition or replacement of some of the existing residential rental units with newer development. This prospect raised concerns that existing tenants may be affected by way of loss of rental accommodations. As a result of this discussion, the MRA developed the position below.

MRA POSITION RE: Mimico 20/20 and the Rights of Tenants

 

The area south of Lake Shore Boulevard between Lake Crescent to the West and Marina Del Ray to the East (“Mimico Waterfront”) is largely comprised of numerous residential dwelling units of a rental tenure.

 

Mimico 20/20 is a City initiated process which is examining the future of the Mimico Waterfront.  We understand there to be a variety of development options being examined which may include the demolition or replacement of some of these existing residential rental units with newer development.  This prospect raises concerns that existing tenants may be affected by way of loss of rental accommodations.

 

The Mimico Residents Association believes that tenants need protection under any development scenario for the Mimico Waterfront that may be considered by the City.  This protection needs to take the form of:

 

a)    Protecting affordable rental residential units,

 

b)    Ensuring that any affordable residential units that are required to be demolished by way of redevelopment of the Mimico Waterfront should be replaced with new replacement rental units,

 

c)    Rents of any new replacement rental units should be similar in rent as to any units that have been lost.

 

Developers of lands affecting affordable rental dwelling units should be required to provide suitable assistance to any renter disrupted through redevelopment.

 

The Mimico Residents Association are concerned that the interest of tenants within the Mimico Waterfront be protected during any redevelopment scenario being considered for the Mimico Waterfront.
